HSN 7410 11 00 (Copper foil of refined copper) is subject to compulsory advance registration under the Non-Ferrous Metals Import Monitoring System (NIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 61/2015-2020 dated 31-03-2021. A Tariff Rate Quota (TRQ) allocation regime for copper products under Chapter 74 applies for importers sourcing under the India-Nepal Treaty, monitored by DGFT as the designated authority under DGFT Public Notice 17/2023.

The most common error on this tariff line is applying for NFMIMS registration too late — specifically, treating the abolished 5-day minimum as the operative window and overlooking that registration must still be obtained before arrival. A consignment arriving without a valid NFMIMS registration number is liable to detention at port; the 75-day validity of the registration number must also align with the actual date of arrival, and an expired registration requires a fresh application and fee payment before customs out-of-charge is granted.
