- 1Apply to the Directorate General of Foreign Trade for a TRQ allocation under the revised India-Nepal Treaty procedure before shipment. DGFT is the sole designated authority for allocating and monitoring the 10,000 MT TRQ for copper products under Chapter 74 and CTH 8544 for the relevant financial year.DGFT Public Notice 17/2023 dated 22-06-2023, Para (i to xv)
- 2Comply with all procedural requirements in Para 2.92 of the Handbook of Procedures, 2023 for TRQ utilisation. Upload the DGFT TRQ allocation certificate at the bill of entry in e-Sanchit and ensure the imported quantity does not exceed the allocated TRQ volume.Para 2.92 of the Handbook of Procedures, 2023 · DGFT Public Notice 17/2023 dated 22-06-2023
The most common error on this tariff line is importing under the assumption that the TRQ allocation is automatic or transferable. DGFT allocates individual TRQ entitlements against specific applicants; a consignment arriving at the bill of entry without a current, quantity-matched allocation certificate is treated as a Restricted-import violation, attracting confiscation and monetary penalty under the Foreign Trade (Development and Regulation) Act, 1992, irrespective of whether the aggregate 10,000 MT cap has been exhausted.
