Refined copper plates, sheets and strip in coils
HSN 7409 11 00 (copper plates, sheets and strip in coils) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1897:2008 is mandatory under the ISI Mark Scheme with effect from 26 April 2024, by virtue of the Copper Products (Quality Control) Order, 2023. Non-Ferrous Metals Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is applying a single enforcement date — 26 April 2024 — without accounting for the staggered phase-in under S.O. 1801(E). Micro enterprises are not in scope until 19 April 2025, and small enterprises until 19 January 2025; importers who source on behalf of, or on behalf of a supplier classified as, a micro or small enterprise frequently misjudge when the CM/L obligation bites, triggering either premature compliance spend or, more dangerously, detention of in-scope consignments where the buyer's enterprise category has crossed the threshold but the supplier's CM/L was not verified in time.
