Compliance steps
  1. 1
Verify the foreign manufacturer's BIS CM/L licence number against IS 14756:2024 (cookware, utensils, cans) or IS 17803:2022 (potable water bottles) on the BIS online register before placing the purchase order. Confirm the licensed product scope, construction type, and manufacturing facility match the consignment.

  2. 2
Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The marking must appear on the product itself; markings only on outer packaging are non-compliant.

  3. 3
Confirm the applicable enforcement date for the supplier's enterprise category before shipment. For IS 14756:2024: general enterprises from 01-10-2025, small enterprises from 01-01-2026, micro enterprises from 01-04-2026. For IS 17803:2022 (potable water bottles): general from 06-06-2024, small from 06-09-2024, micro from 06-12-2024.

  4. 4
Register the consignment on the Steel Import Monitoring System portal. Fee ₹500, registration valid for 75 days, apply no earlier than 60 days before the expected date of arrival. Re-imports for packaging only and SEZ-to-DTA movements without value addition are exempt from SIMS.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the importer or manufacturer qualifies for the micro-enterprise exemption under the Potable Water Bottles QCO, furnish a Chartered Accountant certificate confirming investment and turnover thresholds as prescribed in S.O. 1071(E).

A word of counsel

The single most common error on this tariff line is treating the two QCOs as interchangeable. IS 14756:2024 covers cookware, utensils and cans — enforced from 01-10-2025 with staggered dates for small and micro enterprises — while IS 17803:2022 covers potable water bottles (copper, stainless steel, aluminium) enforced from 06-06-2024 on a different stagger. An importer shipping a mixed consignment — say, stainless steel tumblers alongside insulated water bottles — who applies only one CM/L faces detention on the out-of-scope articles at port regardless of the valid CM/L held for the in-scope product.

Frequently asked
Does HSN 7323 99 90 require BIS certification?
Yes. Articles within scope require conformity to IS 14756:2024 (cookware, utensils and cans) or IS 17803:2022 (potable water bottles) under the ISI Mark Scheme; import is permitted only from manufacturers holding a current BIS CM/L licence covering the specific product and facility.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade under DGFT Notification 33/2015-20 and is independent of the BIS obligation. Fee ₹500, validity 75 days; apply no earlier than 60 days before arrival.
Do micro and small enterprises qualify for deferred enforcement dates under these QCOs?
Yes. Under the Cookware, Utensils and Cans QCO, small enterprises have until 01-01-2026 and micro enterprises until 01-04-2026. Under the Potable Water Bottles QCO, small enterprises had until 06-09-2024 and micro enterprises until 06-12-2024. Udyam-registered micro enterprises meeting the investment and turnover thresholds certified by a Chartered Accountant qualify for the micro-enterprise exemption under S.O. 1071(E).
Does a single CM/L licence cover both cookware articles and potable water bottles imported under this HSN?
No. IS 14756:2024 and IS 17803:2022 are separate standards under separate QCOs; a CM/L under one does not cover products within the scope of the other, and each product line requires its own current licence.
