Household iron or steel cookware, utensils and potable water bottles
HSN 7323 99 90 (other household iron or steel articles) is covered by two Bureau of Indian Standards Quality Control Orders. Conformity to IS 14756:2024 under the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 and to IS 17803:2022 under the Potable Water Bottles (Quality Control) Amendment Order, 2024 is mandatory under the ISI Mark Scheme. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence number against IS 14756:2024 (cookware, utensils, cans) or IS 17803:2022 (potable water bottles) on the BIS online register before placing the purchase order. Confirm the licensed product scope, construction type, and manufacturing facility match the consignment.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025; Potable Water Bottles (Quality Control) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024
- 2Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The marking must appear on the product itself; markings only on outer packaging are non-compliant.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3850(E) dated 21-08-2025 · S.O. 1071(E) dated 05-03-2024
- 3Confirm the applicable enforcement date for the supplier's enterprise category before shipment. For IS 14756:2024: general enterprises from 01-10-2025, small enterprises from 01-01-2026, micro enterprises from 01-04-2026. For IS 17803:2022 (potable water bottles): general from 06-06-2024, small from 06-09-2024, micro from 06-12-2024.S.O. 3850(E) dated 21-08-2025 · S.O. 1071(E) dated 05-03-2024 · S.O. 3702(E) dated 29-08-2024
- 4Register the consignment on the Steel Import Monitoring System portal. Fee ₹500, registration valid for 75 days, apply no earlier than 60 days before the expected date of arrival. Re-imports for packaging only and SEZ-to-DTA movements without value addition are exempt from SIMS.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the importer or manufacturer qualifies for the micro-enterprise exemption under the Potable Water Bottles QCO, furnish a Chartered Accountant certificate confirming investment and turnover thresholds as prescribed in S.O. 1071(E).S.O. 1071(E) dated 05-03-2024 · ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating the two QCOs as interchangeable. IS 14756:2024 covers cookware, utensils and cans — enforced from 01-10-2025 with staggered dates for small and micro enterprises — while IS 17803:2022 covers potable water bottles (copper, stainless steel, aluminium) enforced from 06-06-2024 on a different stagger. An importer shipping a mixed consignment — say, stainless steel tumblers alongside insulated water bottles — who applies only one CM/L faces detention on the out-of-scope articles at port regardless of the valid CM/L held for the in-scope product.
