Iron or steel kitchen and household utensils (cookware, water bottles, cans)
HSN 7323 99 20 (iron or steel kitchen and household utensils) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 14756 for cookware and food/beverage containers is mandatory under the ISI Mark Scheme with effect from 22 August 2025, and IS 17803:2022 for potable water bottles applies from 6 June 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify whether the consignment falls under IS 14756 (cookware, utensils, cans for food and beverages) or IS 17803:2022 (potable water bottles in copper, stainless steel, or aluminium), or both. Source only from manufacturers holding a current BIS CM/L licence against the applicable standard; verify the CM/L number, product scope, and licensed facility on the BIS online register before placing the purchase order.Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2025 · S.O. 3850(E) dated 21-08-2025; Potable Water Bottles (QC) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024
- 2Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3850(E) dated 21-08-2025
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue; the registration must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4If the importer is an enterprise registered on the Udyam Portal with plant and machinery investment not exceeding ₹1 crore and turnover not exceeding ₹5 crore for the previous financial year, determine eligibility for the IS 17803:2022 micro-enterprise exemption. A Chartered Accountant certificate confirming eligibility is required before claiming the carve-out.Potable Water Bottles (QC) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Absent, expired, or scope-mismatched CM/L or SIMS registration triggers consignment detention; re-export or confiscation may follow under the BIS Act, 2016.Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2025 · S.O. 3850(E) dated 21-08-2025 · BIS Act, 2016 · Customs Act, 1962
The most consequential error on this tariff line is applying a single CM/L licence across both IS 14756 and IS 17803:2022 product families as if the two standards are interchangeable. They are not: IS 14756 governs cookware, utensils, and food/beverage cans under the Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2025, while IS 17803:2022 governs potable water bottles under a separate QC order with a different enforcement timeline and distinct micro/small enterprise phase-in dates. Importing under a licence that covers only one standard while the consignment contains products requiring the other results in statutory non-conformity and port detention regardless of SIMS registration status.
