Enamelled iron or steel household and kitchen articles
HSN 7323 94 90 (enamelled iron or steel household and kitchen articles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 14756 (cookware, utensils and cans) and IS 17803:2022 (potable water bottles) is mandatory under the ISI Mark Scheme, with phased enforcement commencing 21 August 2025 under the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 14756 (cookware, utensils and cans) and, where the product is a potable water bottle, against IS 17803:2022. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025; Potable Water Bottles (QC) Amendment Order, 2024 · S.O. 1071(E) dated 05-03-2024
- 2Confirm the applicable phased enforcement date against the enterprise classification of the foreign manufacturer. For general enterprises, IS 14756 applies from 01-10-2025; for small enterprises from 01-01-2026; for micro enterprises from 01-04-2026. Shipments arriving before the manufacturer's applicable date require documented confirmation of their enterprise category.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025
- 3Ensure every article bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the statutory requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days. Re-imports for packaging purposes and SEZ-to-DTA movements are exempt from SIMS under the documented carve-outs; retain written evidence of the exemption basis.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies both in real time; an absent, expired, or product-scope-mismatched CM/L triggers consignment detention with attendant demurrage and ground rent liability pending resolution.ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
The sharpest risk on this tariff line is the dual-IS trap: enamelled cookware and kitchen articles may fall within IS 14756 scope, IS 17803:2022 scope, or both, depending on whether the article is also marketed as a potable water bottle. Importers who obtain a CM/L only against one standard and ship a product that is in-scope for both face detention and a mandatory re-certification cycle at port. Confirm the product-specific IS mapping with the manufacturer in writing before the purchase order, not at the time of customs filing.
