Enamelled iron or steel kitchen and household utensils
HSN 7323 94 20 (enamelled iron or steel utensils) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17803 is mandatory under the ISI Mark Scheme with effect from 06 June 2024, and IS 14756 applies to cookware, utensils and cans for foods and beverages with effect from 01 October 2025 for general importers. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is assuming a single BIS QCO governs all enamelled utensil imports, when in fact two overlapping QCOs apply with different enforcement timelines. An importer who obtains a CM/L against IS 17803 for the Potable Water Bottles QCO but ignores the separately notified IS 14756 obligation under S.O. 3850(E) will face detention once the Cookware, Utensils and Cans for Foods and Beverages (QC) Order, 2025 enforcement date passes — the IS 17803 licence does not substitute for the IS 14756 licence, and customs treats each QCO as an independent gate at the time of clearance.
