Stainless steel domestic pressure cookers
HSN 7323 93 10 (stainless steel pressure cookers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2347:2017 is mandatory under the ISI Mark Scheme with effect from 01 February 2021 under the Domestic Pressure Cooker (Quality Control) Order, 2020; IS 14756:2024 under the Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 applies to the broader cookware category from 01 October 2025. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence against IS 2347:2017 on the BIS online register before placing the purchase order. Confirm the licence scope covers the specific capacity range, lid-type construction, and manufacturing facility being supplied.Domestic Pressure Cooker (Quality Control) Order, 2020 · S.O. 294(E) dated 21-01-2020 · S.O. 2019(E) dated 23-06-2020
- 2From 01 October 2025, also verify a current CM/L licence against IS 14756:2024 for the cookware-category obligation. Small enterprises have until 01 January 2026 and micro enterprises until 01 April 2026; confirm the supplier's enterprise classification against those phased dates.Cookware, Utensils and Cans for Foods and Beverages (Quality Control) Order, 2025 · S.O. 3850(E) dated 21-08-2025 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every pressure cooker bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product body itself, not on packaging alone.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · Domestic Pressure Cooker (Quality Control) Order, 2020
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date; fee ₹500, registration valid for 75 days. Re-imports for packaging only and SEZ-to-DTA movements without value addition are exempt from SIMS.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5Check whether the consignment qualifies for the Ministry of Steel exemption for steel products with a bill of lading shipped on board on or before 31 March 2026, and document the exemption basis accordingly. Quote the CM/L number and SIMS registration number on the bill of entry regardless of any QCO exemption claim.Ministry of Steel Order F.No.S-20011/15/2024-Tech-Part(2) dated 20-11-2025 · ITC HS Annexure I · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is treating IS 2347:2017 and IS 14756:2024 as mutually exclusive alternatives rather than concurrently applicable obligations from October 2025 onwards. A CM/L held only against IS 2347:2017 does not satisfy the IS 14756:2024 cookware-QCO obligation once its enforcement date passes; consignments arriving after 01 October 2025 from non-micro, non-small enterprises without a second CM/L against IS 14756:2024 face detention regardless of IS 2347 compliance. Verify both licence numbers against the BIS register before the purchase order, not at the port.
