For liquid fuel
Liquid fuel domestic stoves, cookers and similar appliances of iron or steel
HSN 7321 82 00 (liquid fuel domestic stoves and similar appliances of iron or steel) is covered by Bureau of Indian Standards Quality Control Orders under multiple notifications. Oil pressure stoves must conform to IS 1342, IS 2787, or IS 10109 under the Oil Pressure Stoves (Quality Control) Order, 1997; domestic gas stoves for liquefied petroleum gas must conform to IS 4246:2002 under the Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019; and gas stoves for piped natural gas must conform to IS 17153:2019 under the Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the fuel type and product variant of the consignment — LPG stoves (IS 4246:2002), oil pressure stoves (IS 1342 / IS 2787 / IS 10109), or piped natural gas stoves (IS 17153:2019) — before sourcing. The applicable IS and controlling QCO differ by fuel type, and a CM/L licence valid under one standard does not cover the others.Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019 · S.O. 4345(E) dated 03-12-2019; Oil Pressure Stoves (Quality Control) Order, 1997 · S.O. 451(E) dated 16-06-1997; Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 2Verify the foreign manufacturer's BIS CM/L licence number on the BIS online register against the applicable IS standard, confirming the licensed product scope and manufacturing facility address. For oil pressure stoves with offset burners verify IS 10109 coverage; for multi-burner oil pressure stoves verify IS 2787; for single-type oil pressure stoves verify IS 1342.Oil Pressure Stoves (Quality Control) Order, 1997 · S.O. 451(E) dated 16-06-1997; ISI Mark Scheme — Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every unit in the consignment bears the ISI mark and the supplier's CM/L licence number, traceable to the licensed manufacturing facility and standard. Marking must appear on the product itself; marking on packaging alone does not satisfy the BIS (Conformity Assessment) Regulations, 2018.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 4Register the steel consignment on the Steel Import Monitoring System portal. Apply no earlier than 60 days before the expected date of arrival, pay the registration fee of ₹500, and ensure the registration number remains within its 75-day validity on the arrival date.DGFT Notification 33/2015-20 dated 28-09-2020; DGFT Notification 28/2023 dated 28-08-2023; ITC (HS) policy condition 2 of Chapter 73
- 5Quote the BIS CM/L number and the SIMS automatic registration number on the bill of entry. For piped natural gas stoves, note the phased enforcement dates: large enterprises from 12-02-2024, small enterprises from 12-05-2024, and micro enterprises from 12-08-2024.Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023; DGFT Notification 33/2015-20 dated 28-09-2020
The single most common failure on this tariff line is presenting a CM/L licence valid against one IS standard when the consignment belongs to a different product variant governed by a separate QCO and IS standard — for example, tendering IS 4246:2002 documentation for an oil pressure stove shipment that falls under IS 1342 or IS 2787. Customs and BIS officers verify the CM/L against the specific standard notified for that product variant; a licence mismatch triggers consignment detention regardless of whether the importer holds a genuine CM/L licence for a different variant.
