Liquid-fuel domestic appliances, oil pressure stoves and cookers
HSN 7321 12 90 (liquid-fuel domestic appliances) is covered by Bureau of Indian Standards Quality Control Orders spanning multiple product variants. Conformity to IS 2787, IS 10109, and IS 1342 is mandatory under the ISI Mark Scheme by virtue of the Oil Pressure Stoves (Quality Control) Order, 1997; IS 4246:2002 applies to domestic gas stoves for liquefied petroleum gas under S.O. 4345(E); and IS 17153:2019 applies to domestic gas stoves for piped natural gas with effect from 12 February 2024 under S.O. 3584(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the precise product variant being imported: multi-burner oil pressure stove (IS 2787), oil pressure stove offset-burner type (IS 10109), single oil pressure stove (IS 1342), LPG domestic gas stove (IS 4246:2002), or piped-natural-gas domestic gas stove (IS 17153:2019). Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the correct IS number.Oil Pressure Stoves (Quality Control) Order, 1997 · S.O. 451(E) dated 16-06-1997; Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019 · S.O. 4345(E) dated 03-12-2019; Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023
- 2Verify the supplier's CM/L number on the BIS online register before placing the purchase order. Confirm the licensed product scope, burner configuration, fuel type, and manufacturing facility match the specific consignment; a CM/L for one oil-pressure-stove variant does not cover another.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 451(E) dated 16-06-1997; S.O. 3584(E) dated 09-08-2023
- 3Ensure every unit bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. For piped-natural-gas stoves, note the phased enforcement: small enterprises from 12 May 2024, micro enterprises from 12 August 2024.Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023; BIS (Conformity Assessment) Regulations, 2018
- 4Register the consignment on the Steel Import Monitoring System portal. Fee ₹500; apply no earlier than 60 days before expected arrival; registration valid 75 days. The 15-day advance-registration minimum has been abolished. Quote the SIMS registration number on the bill of entry.DGFT Notification 33/2015-20 dated 28-09-2020; DGFT Notification 28/2023 dated 28-08-2023; DGFT Notification 19/2015-20 dated 07-07-2022
- 5Quote the supplier's BIS CM/L number and SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and SIMS against the DGFT portal; either absent, expired, or scope-mismatched triggers consignment detention.ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962; DGFT Policy Circular 38/2015-20 dated 19-01-2022
The single most common error on this tariff line is presenting a CM/L licence for one stove-type variant when the consignment consists of a different variant — for example, a multi-burner IS 2787 licence produced against a shipment of IS 1342 single-burner stoves, or an LPG-stove IS 4246:2002 licence applied to piped-natural-gas stoves governed by IS 17153:2019. Each Quality Control Order is fuel-type and burner-configuration specific; customs detects the mismatch by cross-referencing the model description on the bill of entry against the licensed product scope on the BIS register, resulting in detention and a fresh compliance cycle.
