Gas stoves for LPG, piped natural gas, and oil pressure stoves
HSN 7321 11 20 (gas and dual-fuel stoves of iron or steel) is covered by multiple Bureau of Indian Standards Quality Control Orders. IS 4246:2002 applies to domestic gas stoves for liquefied petroleum gas under S.O. 4345(E), IS 17153:2019 applies to domestic gas stoves for piped natural gas under S.O. 3584(E), and IS 10109, IS 2787, and IS 1342 apply to oil pressure stoves under S.O. 451(E) — all under the ISI Mark Scheme. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade and Bureau of Energy Efficiency labelling apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify the fuel type and stove category of the consignment before sourcing: LPG domestic stoves require a CM/L against IS 4246:2002; piped-natural-gas stoves require a CM/L against IS 17153:2019; oil pressure stoves require a CM/L against IS 1342, IS 2787, or IS 10109 depending on burner type. A licence under the wrong standard does not satisfy the applicable Quality Control Order.Domestic Gas Stoves for Use with Liquefied Petroleum Gases (Quality Control) Order, 2019 · S.O. 4345(E) dated 03-12-2019; Domestic Gas Stoves for Use with Piped Natural Gas (Quality Control) Order, 2023 · S.O. 3584(E) dated 09-08-2023; Oil Pressure Stoves (Quality Control) Order, 1997 · S.O. 451(E) dated 16-06-1997
- 2Verify the foreign manufacturer's BIS CM/L licence number, product scope, and licensed facility address on the BIS online register before placing the purchase order. For IS 17153:2019, confirm the licence predates the applicable enforcement date — 12 February 2024 for large enterprises, 12 May 2024 for small enterprises, and 12 August 2024 for micro enterprises.S.O. 3584(E) dated 09-08-2023 · Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every stove bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; marking confined to packaging alone does not satisfy the statutory requirement.Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018 · BIS Act, 2016
- 4Register the consignment on the Steel Import Monitoring System portal before arrival. Fee ₹500; registration valid for 75 days from issue; apply no earlier than 60 days before the expected arrival date. Re-imports for packaging only and SEZ-to-DTA movements are exempt from SIMS registration.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry, and ensure compliance with the Bureau of Energy Efficiency (Appliance Labelling and Compliance) Regulations, 2026. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or standard-mismatched licence triggers consignment detention.ITC (HS) policy condition 2 of Chapter 73 · BEE Notification 5506/BEE/S&L/AL/2025-26 dated 26-12-2025 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is sourcing a single CM/L against IS 4246:2002 (LPG stoves) and presenting it for a consignment of piped-natural-gas stoves governed by IS 17153:2019 — two distinct Quality Control Orders with separate enforcement dates and staggered MSME phase-in timelines. Customs and BIS port-verification both check the standard number on the CM/L against the declared product; a standard mismatch triggers detention and, where the goods cannot be re-exported, confiscation under the BIS Act, 2016.
