Tin plate containers of iron or steel, capacity not exceeding 300 litres
HSN 7310 29 10 (tin plate containers) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 18427 is mandatory under the ISI Mark Scheme with effect from 29 August 2024 under the Steel and Steel Products Quality Control Order, 2024, with a separate QCO for cookware utensils and cans for foods and beverages effective from 2025. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is treating the BIS obligation as satisfied by verifying the finished container's CM/L licence alone, without obtaining the test certificate for the input tin plate or tin-free steel. The Steel and Steel Products QCO, 2024 explicitly requires that the input material conform to the Indian Standards at Schedule 1 serial numbers 108 and 109 and that the consignment be accompanied by the input material's test certificate; customs detention follows when this document is absent, regardless of the container manufacturer's CM/L status.
