Galvanised steel pipe flanges
HSN 7307 91 10 (galvanised steel pipe flanges) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 6392:2020 is mandatory under the ISI Mark Scheme with effect from 27 March 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 6392:2020 for steel pipe flanges. Verify the supplier's CM/L number, licensed product scope, size and pressure class, and manufacturing facility address on the BIS online register before placing the purchase order.IS 6392:2020 applicable on steel pipe flanges with effect from 27-03-2024 · ISI Mark Scheme under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every flange bears the ISI mark, the supplier's CM/L number, and a batch identifier traceable to the licensed manufacturing facility. The marking must appear on the product itself, not on packaging alone.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I marking requirements
- 3Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. The registration fee is ₹500, and the automatic registration number remains valid for 75 days from issue.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 2 of Chapter 73
- 4Quote both the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS number against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.Policy Condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
- 5If the consignment is a re-import for packaging purposes only, or involves a DTA-to-SEZ-to-DTA movement, document the applicable SIMS exemption basis in writing. The BIS QCO obligation under IS 6392:2020 is not waived by either SIMS carve-out — the ISI-marked product requirement continues to apply.DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most frequent compliance failure on this tariff line is treating the SIMS registration as the principal obligation while overlooking scope specificity within the BIS CM/L licence itself. A CM/L licence is facility-specific and covers only the size range, pressure class, and flange type explicitly listed in the licence schedule; flanges outside those parameters — even from the same manufacturer — are not covered, and customs detains the consignment on a scope mismatch regardless of whether the SIMS registration is valid.
