Welded stainless steel tubes and pipes for general service
HSN 7306 29 19 (welded stainless steel tubes and pipes) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17876:2022 is mandatory under the ISI Mark Scheme with effect from 01 August 2025, by virtue of the Stainless Steel Pipes and Tubes (Quality Control) Order, 2025. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17876:2022. Verify the supplier's CM/L number, licensed product scope (grade, cross-section, weld process), and licensed manufacturing facility on the BIS online register before placing the purchase order.Stainless Steel Pipes and Tubes (Quality Control) Order, 2025 · S.O. 693(E) dated 10-02-2025
- 2Ensure every tube and pipe bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Stainless Steel Pipes and Tubes (Quality Control) Order, 2025
- 3Review the exemptions listed in S.O. 693(E) dated 10-02-2025. If a specific carve-out applies to the consignment, obtain and retain documentary evidence of the exemption basis before the shipment date.S.O. 693(E) dated 10-02-2025
- 4Register the consignment on the Steel Import Monitoring System portal, paying ₹500, no earlier than 60 days before the expected arrival date. The automatic registration number is valid for 75 days; confirm it remains within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies both in real time; an absent, expired, or scope-mismatched CM/L triggers consignment detention regardless of SIMS status.ITC HS policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is failing to distinguish the scope of IS 17876:2022 by weld process and cross-section: the standard governs longitudinal, helical, and laser-welded stainless steel tubes of both circular and non-circular cross-section, and a CM/L licensed for one weld type or cross-section does not automatically cover another. Importers who rely on a supplier's existing CM/L without verifying that the specific pipe geometry and weld process of the consignment fall within the licensed scope face detention at port when Customs conducts product-level verification against the BIS register. Additionally, note that octagonal steel columns for lamp posts are classifiable under HSN 7308 90 90, not this tariff line — misclassification here attracts reclassification and fresh compliance obligations.
