- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17876:2022 for welded stainless steel pipes and tubes. Verify the supplier's CM/L number, licensed product scope, dimensional range, and licensed manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024; IS 17876:2022 applicable on stainless steel welded pipes and tubes w.e.f. 01-08-2025 under the Stainless Steel Pipes and Tubes QCO, 2025 · S.O. 693(E) dated 10-02-2025
- 2Obtain two test certificates for each consignment: one for the finished goods (stainless steel pipes and tubes, Schedule 2, serial number 2 of the controlling QCO) and one for the input stainless steel material bearing the standard mark, issued by a BIS-certified manufacturer of the input material.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024; BIS (Conformity Assessment) Regulations, 2018 · Scheme-I of Schedule-II
- 3Ensure every pipe and tube bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking is not compliant.BIS (Conformity Assessment) Regulations, 2018 · Scheme-I of Schedule-II; Stainless Steel Pipes and Tubes QCO, 2025 · S.O. 693(E) dated 10-02-2025
- 4Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days; the registration must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020; DGFT Notification 28/2023 dated 28-08-2023; DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5If importing without a BIS CM/L licence, apply and seek clarification on the TCQCO portal before the consignment is filed, per the Ministry of Steel circular and CBIC's clarification on that circular. Quote the BIS CM/L number, both test certificate references, and the SIMS registration number on the bill of entry.Ministry of Steel Circular F.No. S-20011/14/2021-Tech dated 20-10-2023; CBIC Clarification F.No. 401/88/2023-CUS.III dated 09-11-2023; CBIC Instruction 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction 23/25-CUS dated 15-07-2025
The most common failure on this tariff line is presenting a CM/L licence valid against an earlier or generic stainless steel standard while the controlling QCO — the Stainless Steel Pipes and Tubes QCO, 2025 under S.O. 693(E) — specifically mandates IS 17876:2022 with effect from 01 August 2025. An importer who ships before verifying that the supplier's CM/L is revalidated against IS 17876:2022 (not merely a legacy licence against a predecessor standard) risks consignment detention and demurrage even where both the finished-goods test certificate and the input-material test certificate are present.
