- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17876:2022 for welded stainless steel pipes and tubes. Verify the supplier's CM/L number, licensed product scope, dimensional range, and manufacturing facility on the BIS online register before placing the purchase order.Stainless Steel Pipes and Tubes (Quality Control) Order, 2025 · S.O. 693(E) dated 10-02-2025
- 2Ensure every pipe or tube bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, traceable to the licensed batch and manufacturing facility.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Stainless Steel Pipes and Tubes (Quality Control) Order, 2025
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number remains valid for 75 days from issue.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L in real time against the BIS register and the SIMS number against the DGFT portal; either being absent, expired, or scope-mismatched triggers consignment detention.ITC (HS) policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
- 5If the consignment qualifies for an exemption under the Quality Control Order, compile and retain the exemption documentation specified in S.O. 693(E) before arrival. Re-imports of steel for packaging purposes and SEZ-to-DTA movements are separately carved out from SIMS registration; document the applicable carve-out basis in writing.S.O. 693(E) dated 10-02-2025 · DGFT policy circular 38/2015-20 dated 19-01-2022
The single most common error on this tariff line is importing against a CM/L licence that covers the correct IS number but an incompatible weld process or cross-section type — IS 17876:2022 governs longitudinal, helical, and laser-weld processes for both circular and non-circular cross-sections, and a licence scoped to one process or cross-section does not extend to others. Customs holds the entire consignment on a scope mismatch, triggering demurrage and ground rent while the importer pursues re-export or destruction. Verify the licensed weld process, cross-section type, grade, and dimensional range against the actual shipment specification before the bill of entry is filed.
