The most common error on this tariff line is treating the dual test-certificate requirement as a single document obligation. The Stainless Steel Pipes and Tubes Quality Control Order 2025 mandates two distinct BIS-backed test certificates per consignment — one for the finished pipe or tube and a separate one for the input stainless steel material from a BIS-certified input manufacturer. Presenting only the finished-product certificate, without the input-material test certificate from a BIS-certified steel producer, renders the consignment non-compliant and triggers detention at port regardless of the CM/L licence status of the pipe manufacturer.
