Large-diameter welded stainless steel tubes and pipes (general service)
HSN 7305 90 29 (large-diameter welded stainless steel tubes and pipes) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17876:2022 is mandatory under the ISI Mark Scheme with effect from 01 August 2025, by virtue of the Stainless Steel Pipes and Tubes QCO 2025. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's Bureau of Indian Standards CM/L licence number against IS 17876:2022 on the BIS online register before placing the purchase order. Confirm the licensed scope covers the pipe grade, dimensions, weld process, and manufacturing facility applicable to your consignment.Stainless Steel Pipes and Tubes QCO 2025 · S.O. 3716(E) dated 29-08-2024 · IS 17876:2022
- 2Obtain, for each consignment, two test certificates: one covering the finished stainless steel pipes and tubes (Schedule 2, serial number 2 of the QCO), and one bearing the ISI standard mark of the input stainless steel material issued by the BIS-certified input-material manufacturer.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every pipe and tube bears the ISI standard mark under the CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. The mark must appear on the product, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Stainless Steel Pipes and Tubes QCO 2025
- 4Register the consignment on the Steel Import Monitoring System portal, paying ₹500, not earlier than 60 days before the expected arrival date. The automatic registration number is valid for 75 days and must remain valid on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 5Before filing the bill of entry, seek clarification on the TCQCO portal for any consignment not covered by a BIS CM/L licence or certification, in compliance with the Ministry of Steel circular and the Central Board of Indirect Taxes and Customs clarification. Quote the BIS CM/L number and SIMS registration number on the bill of entry.Ministry of Steel circular F.No. S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023 · CBIC Instruction 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction 23/25-CUS dated 15-07-2025
The most consequential oversight on this tariff line is treating the finished-pipe CM/L licence as the sole documentation requirement while omitting the separate test certificate for the input stainless steel material. The QCO mandates a dual-certificate structure — one for the finished pipe against IS 17876:2022 and one from the BIS-certified input-material manufacturer — and customs will detain a consignment bearing only one. Assembling both certificates before shipment departs the foreign origin port is the only way to avoid port demurrage on arrival.
