Large-diameter welded stainless steel pipes and tubes (general service)
HSN 7305 39 90 (large-diameter welded stainless steel pipes and tubes with external diameter exceeding 406.4 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17876:2022 is mandatory under the ISI Mark Scheme with effect from 01 August 2025, by virtue of the Stainless Steel Pipes and Tubes Quality Control Order, 2025. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most consequential oversight on this tariff line is failing to secure two separate test certificates — one for the finished welded pipe or tube and one bearing the standard mark of the BIS-certified input material manufacturer — as both are mandatory with each consignment under the Steel and Steel Products Quality Control Order, 2024. Importers who obtain the finished-product CM/L verification but overlook the input-material test certificate face consignment detention at port regardless of the product's ISI marking. Additionally, importers relying on the transitional shipped-on-board exemption must apply for and receive a TCQCO portal clarification for each consignment; an exemption claim without documented portal compliance does not shield the importer from enforcement action.
