Longitudinally welded large-diameter stainless steel pipes and tubes
HSN 7305 12 29 (longitudinally welded stainless steel pipes and tubes with external diameter exceeding 406.4 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17876:2022 is mandatory under the ISI Mark Scheme with effect from 01 August 2025, under the Stainless Steel Pipes and Tubes Quality Control Order, 2025 notified vide S.O. 693(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence number against IS 17876:2022 on the BIS online register before placing the purchase order. Confirm that the licensed scope covers the specific pipe grade, dimensional range, and manufacturing facility from which the consignment will be shipped.Stainless Steel Pipes and Tubes Quality Control Order, 2025 · S.O. 693(E) dated 10-02-2025 · IS 17876:2022
- 2Ensure each pipe and tube bears the ISI mark and the supplier's CM/L number in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself; packaging-only marking does not satisfy the requirement.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Stainless Steel Pipes and Tubes Quality Control Order, 2025
- 3Obtain and carry with each consignment: (a) a test certificate for the pipes and tubes against IS 17876:2022, and (b) a test certificate bearing the BIS standard mark of the input stainless steel material issued by the BIS-certified input-material manufacturer, as required under Schedule 2 of the Steel and Steel Products QCO 2024.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 4Register the consignment on the Steel Import Monitoring System portal. Apply no earlier than 60 days before the expected arrival date, pay the registration fee of ₹500, and ensure the automatic registration number remains valid (75-day validity) on the actual date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · ITC (HS) policy condition 2 of Chapter 73
- 5Before filing the bill of entry, seek clarification on the TCQCO portal for any consignment imported without a BIS licence or certification, in compliance with the Ministry of Steel circular dated 20-10-2023. Quote the BIS CM/L number and SIMS registration number on the bill of entry; ensure strict compliance with CBIC Instruction 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction 23/25-CUS dated 15-07-2025 regarding IS certification of input material.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC F.No.401/88/2023-Cus.III dated 09-11-2023 · CBIC Instruction 16/25-CUS dated 18-06-2025 as modified by CBIC Instruction 23/25-CUS dated 15-07-2025
The most frequent compliance failure on this tariff line is treating the BIS obligation as applying only to the finished pipe while overlooking the mandatory dual test-certificate requirement — one for the pipe itself under IS 17876:2022 and a separate certificate for the input stainless steel material bearing the BIS standard mark of the input-material manufacturer. Customs examination under the Steel and Steel Products QCO 2024 framework verifies both certificates independently; a consignment arriving with a valid CM/L licence on the finished pipe but without the input-material test certificate faces detention and potential re-export.
