    If the consignment is imported without BIS licence or certification, apply on the TCQCO portal for each such consignment and obtain a clarification before customs clearance. A word of counsel

The most common failure on this tariff line is presenting only a valid SIMS registration while overlooking the dual test-certificate requirement — one for the finished stainless steel pipe or tube and a separate one for the input stainless steel material bearing the BIS standard mark. Customs holds consignments where either certificate is absent, even when the CM/L and SIMS registration are otherwise current. Confirm both test certificates are available from the supplier before the shipment departs, not at the port of discharge.
