If the consignment is imported without BIS licence or certification, apply on the TCQCO portal for each such consignment and obtain a clarification before customs clearance. Quote the BIS CM/L number and SIMS registration number on the bill of entry; either absent, expired, or scope-mismatched triggers consignment detention.

A word of counsel

The most common failure on this tariff line is presenting only a valid SIMS registration while overlooking the dual test-certificate requirement — one for the finished stainless steel pipe or tube and a separate one for the input stainless steel material bearing the BIS standard mark. No. The CM/L is facility-specific and scope-specific by dimension, grade, and product variant; pipes outside the licensed size range or from an unlicensed plant are not covered and customs detains such consignments on a scope mismatch with the BIS register.
