Longitudinally submerged arc welded stainless steel pipes and tubes
HSN 7305 11 19 (longitudinally submerged arc welded stainless steel pipes and tubes, external diameter exceeding 406.4 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17876:2022 is mandatory under the ISI Mark Scheme with effect from 1 August 2025, under the Stainless Steel Pipes and Tubes (Quality Control) Order, 2025. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that a CM/L licence held against IS 17876:2022 for a narrower size range or a different stainless grade covers the entire consignment. IS 17876:2022 governs grade, mechanical properties, dimensional tolerances, and weld-bead profile; a CM/L licence is scope-specific by outer diameter, wall thickness, grade, and licensed facility — pipe sizes or grades outside the licensed scope are unmarked product under the QCO, attracting detention, monetary penalty, and potential confiscation irrespective of the SIMS registration status.
