Confirm that the input stainless steel used by the manufacturer also bears the ISI standard mark under a BIS CM/L licence per Schedule 1 of the QCO. Does a single CM/L licence cover all dimensions and grades of seamless stainless steel tubes?

No. A CM/L licence is specific to the grades, dimensional ranges, and manufacturing facility listed in the licence; tubes outside the licensed scope or produced at an unlicensed plant are not covered, and customs detains the consignment on a scope mismatch.
