Seamless stainless steel pipes, tubes and hollow profiles
HSN 7304 49 00 (seamless stainless steel pipes, tubes and hollow profiles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17875 is mandatory under the ISI Mark Scheme with effect from 15 November 2024, by virtue of the Steel and Steel Products Quality Control Order, 2024 vide S.O. 3716(E). Directorate General of Foreign Trade policy controls apply as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17875 for seamless stainless steel pipes and tubes. Verify the supplier's CM/L number, licensed product scope, dimensional range, and licensed manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Confirm that the input stainless steel used by the manufacturer also bears the ISI standard mark under a BIS CM/L licence per Schedule 1 of the QCO. The finished pipes and tubes must be accompanied by two separate test certificates: one for the finished goods and one for the input material issued by the BIS-certified input manufacturer.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Schedule 2, Serial Number 2 (stainless steel pipes and tubes)
- 3Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS CM/L-certified manufacturer. Every pipe and tube must bear the ISI standard mark on the product; marking on packaging alone does not satisfy the requirement.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
- 4Quote the supplier's BIS CM/L number on the bill of entry and attach both test certificates. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched licence triggers consignment detention. Sub-standard or defective product that does not conform to IS 17875 must be disposed of as scrap per Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016 (11 of 2016)
- 5Check whether the consignment qualifies for the Ministry of Steel exemption under Order F.No. S-20011/15/2024-TECH-PART(2) dated 20-11-2025. Consignments with a bill of lading shipped-on-board date on or before 31-03-2026 under the listed ITC HS codes in Annexure I are exempt from mandatory QCO compliance.MoS Order F.No. S-20011/15/2024-TECH-PART(2) dated 20-11-2025 · S.O. 693(E) dated 10-02-2025
The most common error on this tariff line is treating the finished-pipe CM/L licence as the sole compliance requirement and overlooking the mandatory dual test-certificate obligation — one for the finished seamless tube and a separate one for the stainless steel input material, both bearing the ISI standard mark from BIS-certified suppliers. An importer who verifies the finished-pipe CM/L but cannot produce the input-material test certificate faces detention under Schedule 2, Serial Number 2 of the Steel and Steel Products QCO, 2024 regardless of the finished product's apparent conformity.
