Seamless stainless steel pipes, tubes and hollow profiles
HSN 7304 24 00 (seamless stainless steel pipes, tubes and hollow profiles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17875:2022 is mandatory under the ISI Mark Scheme with effect from 01 August 2025, under the Stainless Steel Pipes and Tubes (Quality Control) Order, 2025. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17875:2022. Verify the supplier's CM/L number, licensed product scope, dimensional range, and licensed manufacturing facility on the BIS online register before placing the purchase order.Stainless Steel Pipes and Tubes (Quality Control) Order, 2025 · S.O. 693(E) dated 10-02-2025
- 2Ensure each pipe and tube bears the ISI mark and the supplier's CM/L number per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Obtain two test certificates: one for the finished pipes and tubes, and one bearing the ISI standard mark of the stainless steel input material issued by the BIS-certified input manufacturer.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3If importing without BIS certification, apply on the TCQCO portal for each consignment and obtain a clarification before shipment. Compliance with Ministry of Steel Circular dated 20-10-2023 is mandatory; also ensure adherence to the CBIC clarification under F.No. 401/88/2023-Cus.III dated 09-11-2023.MoS Circular dated 20-10-2023 · F.No. 401/88/2023-Cus.III dated 09-11-2023
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500; registration valid for 75 days. Note the SIMS requirement now extends to the Indian Standard of the input material mapped under the QCO, per CBIC Instruction 16/25-CUS as modified by CBIC Instruction 23/25-CUS.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · CBIC Instruction 16/25-CUS dated 18-06-2025 · CBIC Instruction 23/25-CUS dated 15-07-2025
- 5Quote the supplier's BIS CM/L number, both test certificates, and the SIMS registration number on the bill of entry. If a statutory exemption applies, reference S.O. 693(E) and document the exemption basis. Either element absent, expired, or scope-mismatched triggers consignment detention.S.O. 693(E) dated 10-02-2025 · ITC (HS) policy condition 2 of Chapter 73 · BIS Act, 2016 · Customs Act, 1962
The single most common error on this tariff line is overlooking the dual test-certificate requirement — one for the finished seamless stainless steel pipe or tube and a separate one for the stainless steel input material bearing the input manufacturer's BIS standard mark. An importer who presents only the finished-product test certificate faces detention at port regardless of the supplier's CM/L status; the input-material certificate is a distinct, independently verifiable document required with each consignment under the Steel and Steel Products QCO 2024.
