Seamless stainless steel tubes, pipes and hollow profiles
HSN 7304 11 90 (seamless stainless steel tubes, pipes and hollow profiles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17875 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products (Quality Control) Order, 2024 notified vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most consequential trap on this tariff line is the dual-certificate requirement: importers routinely present only the finished-product test certificate and omit the separate ISI-marked input-material test certificate from the BIS-certified stainless steel manufacturer. Customs treats the absence of either certificate as non-compliance with Schedule 2 of the Steel and Steel Products (Quality Control) Order, 2024, and detention follows regardless of whether the finished pipes themselves carry the ISI mark. Confirm both certificates are physically present with the consignment — not promised to follow — before the vessel departs.
