    Ensure the consignment is accompanied by two test certificates: one for the finished goods (stainless steel pipes and tubes, serial number 2 of Schedule 2) and one bearing the BIS standard mark of the input material issued by the BIS-certified input manufacturer.     Register the consignment on the SIMS portal not earlier than 60 days before the expected arrival date, paying ₹500. The automatic registration number is valid for 75 days; it must remain within validity on the date of arrival.     Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry, and comply with CBIC Instructions 16/25-CUS and 23/25-CUS regarding the Indian Standard of input material. Importers bringing in consignments without BIS certification must additionally seek clarification on the TCQCO portal per the Ministry of Steel circular dated 20-10-2023.

A word of counsel

The most common error on this tariff line is treating compliance as satisfied by presenting a test certificate for the finished tube blank alone, without the separate BIS-certified input-material test certificate from the upstream stainless steel manufacturer. The QCO requires both certificates per consignment; a consignment arriving with only one triggers detention at port regardless of the CM/L status of the tube blank manufacturer. Verify the input-material certificate chain with the supplier before shipment, not at the time of customs filing.
