Seamless stainless steel tube and pipe blanks
HSN 7304 11 20 (blanks for seamless stainless steel tubes and pipes) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 17875:2022 is mandatory under the ISI Mark Scheme with effect from 01 August 2025, by virtue of the Stainless Steel Pipes and Tubes (Quality Control) Order, 2025. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most common error on this tariff line is treating compliance as satisfied by presenting a test certificate for the finished tube blank alone, without the separate BIS-certified input-material test certificate from the upstream stainless steel manufacturer. The QCO requires both certificates per consignment; a consignment arriving with only one triggers detention at port regardless of the CM/L status of the tube blank manufacturer. Verify the input-material certificate chain with the supplier before shipment, not at the time of customs filing.
