Toughened safety glass for vehicles, aircraft, spacecraft or vessels
HSN 7007 21 90 (toughened safety glass for vehicles, aircraft, spacecraft or vessels) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2553 (Part 1):2018 and IS 2553 (Part 2):2019 is mandatory under the ISI Mark Scheme with effect from 01 April 2023 under the Safety Glass (Quality Control) Amendment Order, 2023. No separate customs-clearance overlay applies beyond the BIS QCO.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 2553 (Part 2):2019 for road-transport safety glass. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Safety Glass (Quality Control) Amendment Order, 2023 · S.O. 1045(E) dated 12-03-2020 as amended by S.O. 1431(E) dated 24-03-2023
- 2Ensure every piece of toughened safety glass bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not only on the packaging or shipping documents.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Safety Glass (Quality Control) Amendment Order, 2023
- 3Confirm whether the IS 2835:1987 obligation on flat transparent sheet glass (effective 01-04-2022) applies to the base material in the consignment. If the supplier sources IS 2835-covered substrate, the flat-glass CM/L must also be current and verifiable.Flat Transparent Sheet Glass (Quality Control) Order, 2021 · S.O. 738(E) dated 14-02-2020 · S.O. 2017(E) dated 23-06-2020 · S.O. 4144(E) dated 07-10-2021
- 4Determine at the time of purchase order whether the importation qualifies for a statutory exemption: vehicle manufacturers importing for manufacture of up to 10,000 India-made vehicles per financial year, or importers procuring up to 5,000 units per financial year for repairs or after-sales service, are exempt. Maintain documentary proof of the exemption basis before the consignment ships.Safety Glass (Quality Control) Amendment Order, 2023 · S.O. 1045(E) dated 12-03-2020 as amended by S.O. 1431(E) dated 24-03-2023
- 5Quote the supplier's BIS CM/L number on the bill of entry. Customs verifies the CM/L in real time against the BIS register; an absent, expired, or scope-mismatched CM/L number triggers consignment detention regardless of whether an exemption is claimed.BIS Act, 2016 · Safety Glass (Quality Control) Amendment Order, 2023 · Customs Act, 1962
The most frequent error on this tariff line is failing to distinguish between IS 2553 Part 1:2018 (architectural and general uses) and IS 2553 Part 2:2019 (road transport). HSN 7007 21 90 covers glass sized and shaped for vehicles, aircraft, spacecraft or vessels — Part 2 governs, not Part 1 — yet importers routinely present a supplier's CM/L issued against Part 1, which customs correctly rejects as scope-mismatched. Verify that the CM/L on the purchase order explicitly covers IS 2553 Part 2:2019 and the specific vehicle-glass product family, not the architectural variant.
