HSN Chapter 70 covers glass and glassware in all forms — flat glass, cast and rolled glass, drawn and float glass, safety glass, glass mirrors, optical glass and worked articles. Within this chapter the Bureau of Indian Standards (BIS) has notified 5 tariff lines, all under heading 7007 — safety glass consisting of toughened (tempered) or laminated glass, including bullet-proof glass and panes shaped for incorporation into vehicles, aircraft, spacecraft and vessels — under the Safety Glass (Quality Control) Order administered through the Ministry of Commerce and Industry.
The controlling standards are IS 2553 (Part 1 and Part 2), which specifies the construction, optical properties, impact resistance and fragmentation behaviour of toughened and laminated safety glass for road vehicles and architectural use, and IS 2835, which sets the specification for plain transparent sheet glass used as input substrate. All 5 codes fall under the ISI Mark Scheme (Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018). Indian manufacturers require a CM/L licence; foreign manufacturers shipping safety glass into India must obtain a Foreign Manufacturers Certification Scheme (FMCS) licence and appoint an Authorised Indian Representative (AIR).
