Bullet-resistant laminated safety glass for vehicles
HSN 7007 21 10 (bullet-proof glass for vehicles, aircraft, spacecraft or vessels) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2553 (Part 1):2018 and IS 2553 (Part 2):2019 is mandatory under the ISI Mark Scheme with effect from 01 April 2023, under the Safety Glass (Quality Control) Amendment Order, 2023. IS 2835:1987 governing flat transparent sheet glass used in laminated assemblies applies as a concurrent BIS QCO obligation with effect from 01 April 2022.

- 3Ensure every unit of bullet-resistant laminated glass bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule II to the BIS (Conformity Assessment) Regulations, 2018. A vehicle manufacturer importing safety glass to manufacture up to 10,000 vehicles per financial year in India, or a trader importing up to 5,000 units per financial year for vehicle repairs or after-sales service, is exempted. The single most common error on this tariff line is presenting a CM/L licence against IS 2553 (Part 1):2018 (architectural glass) for a consignment of road-transport-use bullet-resistant panels, or vice versa — the two Parts carry distinct optical and mechanical test parameters and are not interchangeable at customs. Additionally, importers frequently overlook that the base-material flat glass in the laminated assembly independently requires a CM/L against IS 2835:1987; a consignment where the finished-glass licence is valid but the base-glass licence is absent or scope-mismatched faces detention on the IS 2835 limb regardless of IS 2553 compliance.
