Compliance steps
  1. 1
Verify that the foreign manufacturer holds current Bureau of Indian Standards CM/L licences against IS 2553 (Part 1):2018 (architectural and general uses) and IS 2553 (Part 2):2019 (road transport) on the BIS online register. Confirm the licensed product scope covers bullet-resistant laminated glass of the vehicle-specific dimensions being imported.

  2. 2
Where the laminated assembly incorporates flat transparent sheet glass as a base material, confirm the supplier also holds a valid CM/L licence against IS 2835:1987 on the BIS register. Both the base-glass and the finished-assembly licences must be current.

  3. 3
Ensure every unit of bullet-resistant laminated glass bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself and not on packaging alone.

  4. 4
Assess whether the consignment qualifies for a statutory exemption. A vehicle manufacturer importing safety glass to manufacture up to 10,000 vehicles per financial year in India, or a trader importing up to 5,000 units per financial year for vehicle repairs or after-sales service, is exempted. Prepare and retain written documentation of the exemption basis before filing the bill of entry.

  5. 5
Quote both CM/L numbers (IS 2553 and IS 2835, where applicable) on the bill of entry. Customs verifies each against the BIS register in real time; an absent, expired, or scope-mismatched CM/L triggers consignment detention, demurrage, and potential re-export or confiscation.

A word of counsel

The single most common error on this tariff line is presenting a CM/L licence against IS 2553 (Part 1):2018 (architectural glass) for a consignment of road-transport-use bullet-resistant panels, or vice versa — the two Parts carry distinct optical and mechanical test parameters and are not interchangeable at customs. Additionally, importers frequently overlook that the base-material flat glass in the laminated assembly independently requires a CM/L against IS 2835:1987; a consignment where the finished-glass licence is valid but the base-glass licence is absent or scope-mismatched faces detention on the IS 2835 limb regardless of IS 2553 compliance.

Frequently asked
Does HSN 7007 21 10 require BIS certification?
Yes. Bullet-resistant laminated glass for vehicles requires conformity to IS 2553 (Part 1):2018 and IS 2553 (Part 2):2019 under the ISI Mark Scheme from 01 April 2023, and to IS 2835:1987 for the flat sheet glass base material from 01 April 2022. Separate CM/L licences are required for each standard.
Are there any statutory exemptions from the BIS QCO for this product?
Yes. Vehicle manufacturers importing safety glass to manufacture up to 10,000 vehicles in India per financial year are exempt. Importers sourcing up to 5,000 units per financial year solely for vehicle repairs or after-sales service are also exempt under the Safety Glass (Quality Control) Amendment Order, 2023.
Do IS 2553 Part 1 and Part 2 cover the same glass types?
No. IS 2553 (Part 1):2018 covers architectural, building, and general uses; IS 2553 (Part 2):2019 covers road transport applications. Bullet-resistant glass destined for road vehicles must satisfy Part 2, and a CM/L licence scoped only to Part 1 does not satisfy the road-transport obligation at customs.
Does a single CM/L licence cover all sizes and configurations of bullet-resistant glass from one facility?
No. A CM/L licence is scope-specific by size range, glass thickness, construction, and licensed manufacturing facility. Glass outside the licensed dimensions or from an unlicensed plant is not covered, and customs detains the consignment on a scope mismatch.
