Laminated safety glass for architectural and general uses
HSN 7007 19 00 (laminated safety glass other than for vehicles) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 2553 (Part 1):2018 for architectural and general uses, and IS 2835:1987 for flat transparent sheet glass, is mandatory under the ISI Mark Scheme with effect from 01 April 2023 and 01 April 2022 respectively. Directorate General of Foreign Trade policy controls, including Renewable Energy Equipment Import Monitoring System registration for solar-project end-use, apply as a separate customs-clearance overlay.

- 2Ensure every unit of laminated safety glass bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. - 3If the laminated glass is exclusively for solar energy projects, register on the Renewable Energy Equipment Import Monitoring System of the Ministry of New and Renewable Energy before import. - 4Quote the supplier's BIS CM/L number on the bill of entry for each applicable IS. Where REEIMS registration applies, include the REEIMS registration number and declare the solar end-use. - 5Assess whether the vehicle-manufacturer exemption or the after-sales-service exemption applies. Vehicle manufacturers importing up to 10,000 units of safety glass per financial year for India-manufactured vehicles, and importers of up to 5,000 units per financial year for repairs or after-sales service, are carved out of the QCO. The most common error on this tariff line is treating IS 2553 as a single standard and sourcing a CM/L against Part 2 (road transport) rather than Part 1:2018 (architectural and general uses). HSN 7007 19 00 covers non-vehicular laminated glass; Part 2 applies to road-transport safety glass under a separate tariff line. A CM/L covering only Part 2 does not satisfy the QCO obligation for architectural product at the port of entry, and Customs will detain the consignment regardless of the ISI mark's physical presence on the glass.
