Synthetic fibre knitted gloves, mittens and mitts (protective firefighter gloves, nylon seamless gloves)
HSN 6116 93 00 (synthetic fibre knitted gloves, mittens and mitts) is covered by two Bureau of Indian Standards Quality Control Orders. Conformity to IS 16874:2018 for protective firefighter gloves is mandatory under the ISI Mark Scheme from 13 October 2023; conformity to IS 16390:2015 for nylon knitted seamless gloves is mandatory from 01 July 2024. Directorate General of Foreign Trade policy controls on textile imports apply as separate customs-clearance overlays.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Identify which QCO governs the specific product: IS 16874:2018 under the Protective Textiles (Quality Control) Order, 2022 for protective firefighter gloves; IS 16390:2015 under the Agro Textiles (Quality Control) Order, 2023 for nylon knitted seamless gloves. Source only from a BIS CM/L-licensed manufacturer under the applicable IS, verified on the BIS online register before placing the purchase order.Protective Textiles (Quality Control) Order, 2022 · S.O. 1707(E) dated 10-04-2023; Agro Textiles (Quality Control) Order, 2023 · S.O. 4248(E) dated 27-09-2023 · S.O. 1579(E) dated 28-03-2024
- 2Ensure each glove bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product itself, not on packaging alone.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · Protective Textiles (Quality Control) Order, 2022 · Agro Textiles (Quality Control) Order, 2023
- 3Accompany the consignment with a Pre-Shipment Inspection Certificate from an accredited laboratory certifying absence of prohibited hazardous azo dyes. Imports from the EU, Serbia, Poland, Denmark, Australia, Canada, Japan, South Korea, and the United Kingdom are exempt from azo dye testing.General Note 10 of the ITC (HS) Import Policy · DGFT Public Notice 14/2023 dated 14-06-2023
- 4Quote the supplier's BIS CM/L number on the bill of entry, supported by the PSIC. Customs verifies the CM/L against the BIS register in real time; an absent, expired, or product-scope-mismatched licence triggers consignment detention.Protective Textiles (Quality Control) Order, 2022 · Agro Textiles (Quality Control) Order, 2023 · BIS Act, 2016 · Customs Act, 1962
- 5If the consignment originates in Bangladesh, verify applicability of the port restrictions under paragraph 19 of the general notes to the ITC (HS) import policy. Consignments outside the documented exemptions under paragraphs 2 and 3 are restricted to specified ports.DGFT Notification 7/25-26 dated 17-05-2025 · General Note, ITC (HS) Import Policy 2022
The single most common error on this tariff line is treating the two QCOs as interchangeable or assuming a single CM/L licence covers both product types. IS 16874:2018 under the Protective Textiles QCO and IS 16390:2015 under the Agro Textiles QCO are separate licences issued under separate Quality Control Orders with different enforcement dates; a supplier licensed only under one IS cannot lawfully supply the other product type, and a mixed-product consignment presenting only one CM/L number faces partial detention at port for the uncovered product line.
