Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Apply for a PIMS Registration Number through the online portal at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival of the consignment. Pay the registration fee of ₹500; the automatic Registration Number remains valid for 75 days and covers multiple bills of entry for the permitted quantity within the validity period.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing to enable customs clearance. Failure to quote a current, valid Registration Number will result in detention of the consignment.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3For units in SEZ, FTWZ, or EOU: obtain PIMS registration at the point of import into the SEZ/FTWZ/EOU. A DTA unit clearing unprocessed goods from an SEZ/FTWZ/EOU that were already registered under PIMS at entry need not re-register; however, if processing in the SEZ/FTWZ/EOU results in an 8-digit HS code change and the processed item falls within a PIMS-covered tariff line, fresh PIMS registration is required for the DTA import.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The most common error on this tariff line is misreading the 75-day application window as a 75-day validity window: the two are distinct. Importers who apply too late — inside the 5-day pre-arrival cut-off — cannot obtain the Registration Number in time, and the consignment is detained at port, accruing demurrage and ground rent. The registration window and the validity period must both be tracked separately against the vessel's estimated arrival date for each shipment.
