Paper tubes, bobbins, spools and similar paperboard supports
HSN 4822 90 10 (Paper tubes) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under Chapter 48 of the ITC (HS) 2022, as revised by DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free, but clearance requires a valid PIMS Registration Number entered on the bill of entry. The registration window opens not earlier than 75 days and closes not later than 5 days before the expected date of arrival.

The most common error on this tariff line is misjudging the registration window: importers who apply too early (beyond the 75-day advance limit) receive an invalid Registration Number that cannot be entered on the bill of entry, while those who apply within 5 days of arrival risk clearance delays or detention while awaiting the automatic registration. The 75-day validity and the permitted-quantity ceiling are fixed at registration; a consignment that exceeds the registered quantity requires a fresh application before the excess goods arrive.
