HSN Chapter 48 covers paper, paperboard, and articles of paper pulp — a wide tariff range that includes uncoated writing paper, self-copy and carbonless transfer paper cut to size, and converted hygiene and apparel articles made of cellulose wadding or paper. Within this chapter the Bureau of Indian Standards (BIS) has notified 8 tariff lines, spanning headings 4802, 4809, 4816 and 4818, all certified under Scheme-I of Schedule-II of the BIS Conformity Assessment Regulations, 2018.

Four Indian Standards dominate the chapter. IS 14490 governs uncoated writing and printing paper and self-copy paper across headings 4802, 4809 and 4816. IS 17349 and IS 17354 cover hygiene articles such as sanitary napkins and pantyliners made of paper pulp under heading 4818. IS 17630 governs further articles of paper pulp under sub-heading 4818 90 00. All 8 notified codes route through the ISI Mark Scheme — Indian mills hold a CM/L licence, foreign manufacturers must obtain a licence under the Foreign Manufacturers Certification Scheme (FMCS) and appoint an Authorised Indian Representative (AIR).
