Self-adhesive paper and paperboard in rolls or sheets
HSN 4811 41 00 (Self-adhesive paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy remains Free but is conditional on obtaining a PIMS Registration Number before the expected date of arrival; the Registration Number and its expiry date must be entered on the bill of entry for customs clearance.

- 1Apply for a PIMS Registration Number at https://imports.gov.in no earlier than 75 days and no later than 5 days before the expected date of arrival of the consignment, paying the registration fee of Rs. 500. - 3If importing into an SEZ, FTWZ, or as an Export Oriented Unit, obtain PIMS registration at the point of import into the zone. The most common error on this tariff line is applying for PIMS registration too late — either after the consignment has already sailed or within the 5-day pre-arrival window when the system no longer accepts applications. A vessel-arrival date that advances due to weather or schedule change can push the consignment inside the 5-day bar, leaving the importer with no valid Registration Number at the time of bill of entry filing; the consignment is then detained at port and demurrage accrues until a regularisation path — if any — is pursued with DGFT.
