Tarred, bituminised or asphalted paper and paperboard
HSN 4811 10 00 (Tarred, bituminised or asphalted paper and paperboard) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under ITC (HS) 2022, Chapter 48 policy condition. Import policy is Free subject to PIMS registration, and the importer must obtain an automatic Registration Number before the consignment arrives at the Indian port.

Pay the registration fee of ₹500 to obtain the automatic Registration Number, which is valid for 75 days. The most common error on this tariff line is misreading the application window: registrations submitted earlier than 75 days or later than 5 days before the expected arrival date are invalid, and a registration that lapses before customs out-of-charge is treated as non-existent, triggering consignment detention. Importers should also note that the 75-day validity attaches to the registration, not to each individual bill of entry — filing a bill of entry on the final day of the validity window without confirming the remaining quantity against prior bills under the same number will strand the consignment.
