Bleached uniformly throughout the mass and of which more than 95% by weight of the total fibre content consists of wood fibres obtained by a chemical process, and weighing more than 150 g/m2

HSN 4810 32 00 (kaolin-coated paperboard, bleached, over 150 g/m²) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under ITC (HS) Chapter 48 policy, effective from 1 October 2022. Import of stock-lot material under this tariff line is separately Prohibited under ITC (HS) policy per DGFT Notification 45/2015-20 dated 31 January 2020.
- PIMS Registration Number from DGFT
- Bill of Entry with PIMS expiry date
- Stock-lot prohibition declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register the consignment on the PIMS portal at https://imports.gov.in and obtain the automatic Registration Number by paying the fee of ₹500. Apply no earlier than the 75th day and no later than the 5th day before the expected date of arrival; the Registration Number is valid for 75 days and permits multiple bills of entry for the permitted quantity within that window.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs clearance of the consignment cannot proceed without these fields populated; a missing or expired Registration Number results in consignment detention.DGFT Notification 11/2015-2020 dated 25-05-2022 · DGFT Policy Circular 41/2015-2020 dated 05-07-2022
- 3Confirm that the consignment is not stock-lot material; import of stock lots under this tariff line is Prohibited under ITC (HS) policy. SEZ, FTWZ, and EOU importers must obtain PIMS registration at the point of import into the zone; a DTA unit clearing unprocessed paper previously registered under PIMS on SEZ/EOU entry does not require a fresh registration, but any processing that changes the 8-digit HS code triggers a new PIMS registration obligation.DGFT Notification 45/2015-20 dated 31-01-2020 · DGFT Trade Notice 08/2020-21 dated 04-05-2020 · DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most common error on this tariff line is applying for PIMS registration too close to the vessel's expected arrival date. Registration cannot be obtained later than 5 days before the expected date of arrival, and a Registration Number that expires before out-of-charge is granted requires a fresh application — the expired number does not extend automatically. Importers who treat PIMS as a post-arrival formality face consignment detention and accumulating demurrage while a new registration is processed.
