HSN 4810 13 10 (Imitation art paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under Chapter 48 of the ITC (HS) 2022. Importers must obtain an automatic PIMS Registration Number, valid for 75 days, by submitting advance information at imports.gov.in and paying a registration fee of ₹500. Import of stock-lot quantities is separately Prohibited under ITC (HS) policy per DGFT Notification 45/2015-20 dated 31-01-2020.

The most common error on this tariff line is mis-timing the PIMS registration application — applying too early (before the 75-day window opens) or too late (inside the 5-day cut-off before expected arrival). A registration obtained outside the permitted window is invalid, and a bill of entry filed without a valid, in-date PIMS Registration Number will be held by customs until the defect is rectified, accruing demurrage and ground rent. The 75-day validity period is non-extendable; if the vessel is delayed beyond the expiry date, a fresh registration at ₹500 is required before out-of-charge.
