HSN 4805 24 00 (uncoated paper and paperboard weighing 150 g/m² or less) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022, which revised the import policy for 201 tariff lines under Chapter 48 of ITC (HS) 2022 from Free to Free subject to PIMS registration. The importer must obtain an automatic PIMS Registration Number before the consignment arrives and enter that number and its expiry date on the bill of entry to obtain customs clearance.

The most common error on this tariff line is misreading the registration window: the PIMS application cannot be submitted earlier than 75 days before expected arrival, and the Registration Number itself expires after 75 days. Importers who register too early find their Registration Number has lapsed by the date of arrival, requiring a fresh application and, if the vessel has already sailed, exposing the consignment to detention and demurrage while a new registration is obtained. Build the application date into the purchase-order and shipping schedule, not as an afterthought at the freight-booking stage.
