Straw fluting paper
Uncoated straw fluting paper, paperboard rolls or sheets
HSN 4805 12 00 (Straw fluting paper) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022, which revised the import policy for 201 Chapter 48 tariff lines from Free to Free-subject-to-PIMS-registration. Importers must obtain an automatic Registration Number via the online portal at imports.gov.in and enter that number and its expiry date on every bill of entry.
- PIMS Registration Number from DGFT
- Registration expiry declaration to CBIC
- ITC (HS) policy compliance
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the PIMS portal at imports.gov.in not earlier than the 75th day and not later than the 5th day before the expected date of arrival of the consignment, paying the registration fee of ₹500. The automatic Registration Number issued is valid for 75 days, and multiple bills of entry may be filed against one registration number within the validity period for the permitted quantity.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs will not grant out-of-charge for any Chapter 48 PIMS-covered tariff line where the registration number or expiry date is absent or expired.DGFT Notification 11/2015-2020 dated 25-05-2022 · DGFT Policy Circular 41/2015-2020 dated 05-07-2022
- 3If the consignment enters an SEZ, FTWZ, or EOU, obtain PIMS registration at the point of entry. A DTA unit clearing the same unprocessed paper from an SEZ/FTWZ/EOU does not require a fresh PIMS registration, but if processing has occurred with an 8-digit HS code change and the processed item falls under a PIMS tariff line, the DTA importer must register independently.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The most common error on this tariff line is misjudging the registration window: the PIMS registration cannot be applied for more than 75 days before arrival, and the 5-day cut-off before expected arrival is a hard deadline — not a guideline. A consignment arriving without a current, bill-of-entry-quoted Registration Number is detained at port, and demurrage and ground rent accrue while the importer seeks a retrospective remedy that PIMS does not provide; the registration must be obtained in advance of vessel departure for long-haul origins.
