Uncoated kraft paper and paperboard, other grades
HSN 4804 59 00 (Other uncoated kraft paper and paperboard) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under the ITC (HS) 2022 import policy for Chapter 48. Import is classified as Free subject to PIMS registration, requiring advance submission of import details online and payment of a registration fee of ₹500 before the expected date of arrival.
- PIMS Registration Number from DGFT
- Bill of Entry with registration expiry date
- ITC (HS) policy compliance declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register online under the Paper Import Monitoring System at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected date of arrival of the consignment. Pay the registration fee of ₹500 to obtain an automatic Registration Number, which remains valid for 75 days and covers multiple bills of entry for the permitted quantity within the validity period.DGFT Notification 11/2015-2020 dated 25-05-2022; ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs will not grant clearance of the consignment without these entries; a missing or expired Registration Number renders the bill of entry non-compliant and will result in consignment detention.DGFT Notification 11/2015-2020 dated 25-05-2022
- 3If importing as an SEZ, FTWZ, or EOU unit, obtain PIMS registration at the point of import into the zone. A DTA unit clearing unprocessed paper from an SEZ/FTWZ/EOU that was registered under PIMS at entry does not require fresh registration, but if the HS code has changed at the 8-digit level after processing, a new PIMS registration is required if the processed item falls under a covered tariff line.DGFT Policy Circular 41/2015-2020 dated 05-07-2022; DGFT Policy Circular 45/2015-20 dated 23-01-2023
The most frequent error on this tariff line is applying for PIMS registration too close to the arrival date — or after arrival — making the registration window (not later than 5 days before expected arrival) a hard cutoff that cannot be cured retrospectively. A consignment arriving without a current, pre-dated Registration Number entered on the bill of entry faces detention and ground rent accumulation at the port, as there is no provision for post-arrival PIMS registration to regularise the import.
