Bleached uniformly throughout the mass and of which more than 95% by weight of the total fibre content consists of wood fibres obtained by a chemical process
Bleached chemical-process kraft paper and paperboard
HSN 4804 52 00 (bleached uncoated kraft paper and paperboard with more than 95% chemical-process wood fibres) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free, but the consignment cannot be cleared without a valid PIMS Registration Number entered on the bill of entry. SEZ, FTWZ, and EOU importers are subject to PIMS at the point of entry into the zone, not at subsequent DTA clearance where no change in 8-digit HS code has occurred.
- PIMS Registration Number from DGFT
- Registration expiry date on bill of entry
- ITC (HS) policy compliance declaration
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Register on the PIMS online portal at https://imports.gov.in and pay the registration fee of ₹500 to obtain an automatic Registration Number. Apply not earlier than the 75th day and not later than the 5th day before the expected date of arrival; the Registration Number is valid for 75 days and permits multiple bills of entry for the approved quantity within that window.DGFT Notification 11/2015-2020 dated 25-05-2022 · ITC (HS) 2022 Chapter 48 policy condition
- 2Enter the PIMS Registration Number and its expiry date on the bill of entry at the time of filing. Customs clearance (out-of-charge) will not be granted if the Registration Number is absent, expired, or if the quantity on the bill of entry exceeds the permitted quantity under the registration.DGFT Notification 11/2015-2020 dated 25-05-2022 · DGFT Policy Circular 41/2015-2020 dated 05-07-2022
- 3If importing into an SEZ, FTWZ, or as an EOU, obtain PIMS registration at the point of entry into the zone. A subsequent DTA clearance requires a fresh PIMS registration only if processing in the zone has resulted in a change of the 8-digit HS code and the processed item falls under a PIMS-covered tariff line.DGFT Policy Circular 41/2015-2020 dated 05-07-2022 · DGFT Policy Circular 45/2015-2020 dated 23-01-2023
The most common error on this tariff line is applying for PIMS registration too early or too late relative to the vessel's expected arrival date — the application window is strictly between the 75th and the 5th day before arrival, and an out-of-window registration is invalid at customs. A second frequent error is assuming that DTA clearance from an SEZ or EOU of unprocessed PIMS-registered paper does not require fresh registration: this exemption collapses the moment the paper has undergone any processing that changes its 8-digit HS code, at which point the DTA importer must independently register under PIMS.
