HSN 4804 51 00 (Unbleached uncoated kraft paper and paperboard) is subject to compulsory registration under the Paper Import Monitoring System (PIMS) administered by the Directorate General of Foreign Trade (DGFT) under DGFT Notification 11/2015-2020 dated 25-05-2022. Import policy is Free subject to PIMS registration, and importers must obtain an automatic Registration Number via the online portal at imports.gov.in before the consignment arrives.

The most common error on this tariff line is misreading the application window: importers who apply for PIMS registration on or after the 4th day before expected arrival find the portal rejects the application, leaving the consignment without a valid Registration Number at the bill-of-entry stage and triggering detention and demurrage. Note also that a registration obtained for a specific permitted quantity cannot be used for excess quantities even within the 75-day validity window — a separate registration is required for the additional volume.
