Compliance steps
  1. 1
Register on the PIMS online portal at https://imports.gov.in no earlier than the 75th day and no later than the 5th day before the expected arrival date of the consignment. Pay the registration fee of ₹500 to obtain the automatic Registration Number, which is valid for 75 days and permits multiple bills of entry for the permitted quantity within that period.

  2. 2
Enter the PIMS Registration Number and its expiry date in the bill of entry at the time of filing. Customs clearance (out-of-charge) will not be granted for consignments arriving on or after 01-10-2022 without a valid, unexpired Registration Number recorded on the bill of entry.

  3. 3
For SEZ, FTWZ, or EOU units, obtain PIMS registration at the point of import into the zone. A DTA unit clearing goods from an SEZ/FTWZ/EOU does not require fresh PIMS registration if no processing has altered the 8-digit HS code; if the HS code has changed post-processing and the processed item falls under a PIMS-covered tariff line, the DTA importer must register independently.

A word of counsel

The most common error on this tariff line is treating the 75-day registration window as a formality that can be completed on arrival day. The PIMS portal enforces the five-day cut-off strictly: an application filed after the fifth day before expected arrival will not generate a Registration Number in time, leaving the consignment without a valid PIMS number at the bill-of-entry stage and triggering customs detention. Plan registration against the vessel's estimated time of arrival, not the bill-of-lading date, and monitor the 75-day validity window carefully when a single registration covers multiple shipments.

Frequently asked
Does HSN 4804 19 00 require BIS certification?
No, uncoated kraft paper and paperboard under this tariff line is not covered by any BIS Quality Control Order. The operative compliance obligation is compulsory registration under the Paper Import Monitoring System administered by the Directorate General of Foreign Trade under the ITC (HS) 2022 Chapter 48 policy condition.
Can one PIMS Registration Number cover multiple shipments?
Yes. Multiple bills of entry are permitted under the same Registration Number within the 75-day validity period, provided the total quantity imported does not exceed the permitted quantity declared at registration per DGFT Notification 11/2015-2020.
Does an EOU or SEZ unit importing this HSN need a separate PIMS registration?
Yes. PIMS registration is required at the point of import by an SEZ, FTWZ, or EOU unit; however, a DTA unit subsequently clearing unprocessed goods from such zones does not need fresh registration unless processing has changed the 8-digit HS code to another PIMS-covered tariff line, per DGFT Policy Circular 41/2015-2020.
