Prepared or preserved fruit, nut and plant mixtures
HSN 2008 97 00 (Mixtures) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence under the Food Safety and Standards Act, 2006, with mandatory e-Sanchit documentation at the bill-of-entry stage. Import is additionally restricted to designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT) and enforced by the Central Board of Indirect Taxes and Customs (CBIC).
- Import Licence from FSSAI
- Specimen copy of label from FSSAI
- ITC (HS) entry-point declaration to CBIC
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Secure a current FSSAI Import Licence and upload it in e-Sanchit under document code 911001 before filing the bill of entry. The Specimen Copy of Label (document code 0110FS) must also be uploaded; the proper officer will verify both documents before granting out-of-charge.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Import Licence document code 911001 · Label document code 0110FS
- 2Route the consignment only through a designated food-import entry point compliant with General Note 4(D) of Schedule I of the ITC (HS) 2022. Presentation at a non-designated port results in detention pending re-routing or re-export.General Note 4(D) of Schedule I ITC (HS) 2022 · CBIC Instruction 05/2023-Cus dated 08-02-2023
- 3Where labelling deficiencies exist on arrival, ensure rectification is carried out at the customs bonded warehouse before visual inspection by the authorised FSSAI officer. Rectification must be by a single non-detachable sticker affixed next to the principal display panel without altering the original label; only the categories of information specified under CBIC Instruction 09/2023-Cus and the FSS (Labelling and Display) Regulations, 2020 qualify for port-level rectification.CBIC Instruction 09/2023-Cus dated 07-03-2023 · FSSAI order dated 18-11-2022 under F.No.Import/TFM/Apex/2022-FSSAI · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
The rectifiable-labelling dispensation is frequently misread as a general permission to correct any label defect at the port. It applies only to the specific categories enumerated in the FSS (Labelling and Display) Regulations, 2020 and CBIC Instruction 09/2023-Cus — notably per-serve RDA percentages and expiry-date additions confirmed by the manufacturer. A missing or incorrect product-description, ingredient list, or allergen declaration is not rectifiable at the port and will result in consignment detention, re-inspection, and potential re-export or confiscation.
