HSN 2008 11 00 (Ground-nuts) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, and the FSS (Import) Regulations, 2017. Consignments are restricted to designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022, administered by the Directorate General of Foreign Trade (DGFT). Central Board of Indirect Taxes and Customs (CBIC) oversight at the bill of entry stage applies concurrently.

- 2Upload a Specimen Copy of Label (document code 0110FS) in e-Sanchit at the bill of entry. The most common error on this tariff line is treating the rectifiable-labelling dispensation as a blanket licence to ship non-compliant labels. The dispensation under CBIC Instruction 10/2022-Cus covers only the specific parameters listed — per-serve RDA contribution and expiry date — where the correction is supplied by the manufacturer and verified by the authorised officer; structural non-compliance with FSS (Labelling and Display) Regulations, 2020 is not rectifiable at port and will result in consignment detention or refusal of out-of-charge.
