Uncooked pasta and noodles (spaghetti, macaroni, lasagne, couscous)
HSN 1902 19 00 (uncooked, unstuffed pasta) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and labelling compliance under the Food Safety and Standards Act, 2006, and the FSS (Import) Regulations, 2017. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies as a concurrent overlay for animal-origin components, and consignments must enter only through designated food-import ports under General Note 4(D) of Schedule I of the ITC (HS) 2022.

- 2Upload the AQCS Sanitary Import Permit (document code 911DF1) and Health Certificate (document code 6360AQ) in e-Sanchit. Where the pasta contains an animal-origin ingredient listed in Annexure A (Sl. No. 1) of Circular 24/2022-Cus, also upload the veterinary Health Certificate (document code 853AQ1) and Certificate of Analysis (document code 001AQ1). - 3Route the consignment only through one of the designated food-import entry points under General Note 4(D) of Schedule I of the ITC (HS) 2022. The most common error on this tariff line is treating all pasta as purely plant-origin and therefore outside AQCS scope. Any pasta formulation incorporating egg, meat-based flavouring, or other animal-derived input falls within the Annexure A animal-origin CTI lists under Circular 24/2022-Cus, triggering the veterinary Health Certificate (853AQ1) and Certificate of Analysis (001AQ1) requirements in addition to the standard FSSAI and AQCS Sanitary Import Permit documents. A consignment arriving at a non-designated port or without the AQCS NOC IRN on the bill of entry will be detained pending fresh clearance, accruing demurrage and ground rent that cannot be waived.
