Compliance steps
  1. 1
Obtain the FSSAI Import Licence (document code 911001) and ensure it is uploaded in e-Sanchit before the bill of entry is filed. The Specimen Copy of Label (document code 0110FS) must also be uploaded and must comply with the FSS (Labelling and Display) Regulations, 2020, including per-serve percentage contribution to recommended dietary allowance and date of expiry alongside best-before date.
    CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022 · FSS (Import) Regulations, 2017
  2. 2
Obtain the AQCS Sanitary Import Permit (document code 911DF1) and upload the Veterinary Health Certificate (document code 853AQ1) and the Laboratory Report or Certificate of Analysis (document code 001AQ1) in e-Sanchit. Quote the e-Sanchit IRN of the Sanitary Import Permit on the bill of entry to obtain the AQCS NOC for CTIs listed in Annexure A of Circular 24/2022-Cus.

  3. 3
Route the consignment only through a designated food-import port as required under General Note 4(D) of Schedule I of the ITC (HS) 2022. Any permissible label rectification — such as per-serve RDA data or expiry-date stickers — must be carried out at a customs bonded warehouse before visual inspection by the authorised officer, using a single non-detachable sticker that does not alter the original label.
General Note 4(D) of Schedule I of ITC (HS) 2022 · CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI clarification order dated 18-11-2022
A word of counsel

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and overlooking the AQCS Sanitary Import Permit — a separate, independently required animal-origin overlay triggered by the egg content. Consignments presenting a current FSSAI licence but lacking the AQCS NOC are detained at the designated port until the 911DF1 IRN is verified; label rectification provisions apply only to specified labelling deficiencies and afford no relief against a missing animal-quarantine clearance.

Frequently asked
Does HSN 1902 11 00 require BIS certification?
No. No BIS Quality Control Order covers egg-containing pasta. Import is governed by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006, with a concurrent Animal Quarantine and Certification Services Sanitary Import Permit requirement and a designated-port restriction under General Note 4(D) of the ITC (HS) 2022.
Which document codes must be uploaded in e-Sanchit for this tariff line?
Four document codes are mandatory: FSSAI Import Licence (911001), Specimen Copy of Label (0110FS), AQCS Sanitary Import Permit (911DF1), and Veterinary Health Certificate (853AQ1); a Laboratory Report or Certificate of Analysis (001AQ1) is additionally required per CBIC Circular 24/2022-Cus dated 28-11-2022.
Can labelling deficiencies be rectified at the port of import?
Yes, but only for the specified categories of rectifiable information — including per-serve RDA contribution and expiry date where provided by the manufacturer — using a single non-detachable sticker at a customs bonded warehouse before inspection by the authorised officer, as prescribed under CBIC Instruction 10/2022-Customs and the FSSAI clarification order dated 18-11-2022.
