- Import Licence from FSSAI
- Veterinary Health Certificate from AQCS
- Certificate of Analysis from AQCS
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade, Central Board of Indirect Taxes and Customs.
- 1Obtain the FSSAI Import Licence (document code 911001) and upload it in e-Sanchit before filing the bill of entry. Also upload the Specimen Copy of Label (document code 0110FS) and confirm that labelling meets the FSS (Labelling and Display) Regulations, 2020; permissible labelling deficiencies may be rectified at customs bonded warehouses by affixing a single non-detachable sticker per CBIC Instruction 10/2022-Customs.CBIC Instruction 10/2022-Customs dated 28-06-2022 · FSSAI Letter 1828/Misc Matters/FSSAI/Imports-2021 dated 17-06-2022
- 2Upload the veterinary health certificate (document code 853AQ1) issued by the competent authority of the exporting country, and the laboratory report or Certificate of Analysis (document code 001AQ1), in e-Sanchit before out-of-charge. These documents are mandatory for the CTIs listed in Annexure A of CBIC Circular 24/2022-Cus.CBIC Circular 24/2022-Cus dated 28-11-2022 · CBIC Instruction 09/2023-Cus dated 07-03-2023
- 3Note that import of milk-containing food preparations — including mixes with milk or milk solids as an ingredient — originating from China is prohibited until port-laboratory capacity for melamine testing is certified as adequate. Verify the origin of all milk-derived components before placing the purchase order.DGFT Notification 01/2015-20 dated 23-04-2019
The most common error on this tariff line is treating the FSSAI Import Licence as the sole document and overlooking the independent AQCS overlay — specifically the veterinary health certificate (853AQ1) and the Certificate of Analysis (001AQ1), both of which must be uploaded in e-Sanchit as separate line items. A consignment that arrives with a current FSSAI licence but without the AQCS documents will be detained at the designated port pending upload, accumulating demurrage and ground rent that cannot be mitigated retrospectively. Additionally, if the product formulation contains any milk or milk solids and the origin is China, the consignment is prohibited regardless of FSSAI or AQCS clearance status.
