HSN 1901 10 10 (Malted milk including powder) is subject to Food Safety and Standards Authority of India (FSSAI) Import Licence and mandatory foreign-manufacturer registration under the Food Safety and Standards Act, 2006, as a high-risk infant-food product. Animal Quarantine and Certification Services (AQCS) Sanitary Import Permit clearance applies concurrently, and consignments are permitted only through 79 designated food-import ports with effect from 1 March 2023. Follow-up formula and complementary foods must additionally comply with IS 15757 and IS 11536 per Appendix III and General Note 2(a) of Schedule I of the ITC (HS) Import Policy.

The most common error on this tariff line is treating the FSSAI Import Licence as the sole clearance and failing to upload all four AQCS documents — the Sanitary Import Permit (911DF1), Health Certificate (6360AQ), Veterinary Health Certificate (853AQ1), and Lab Report/COA (001AQ1) — before the bill of entry. A missing IRN for the Sanitary Import Permit alone prevents the AQCS NOC from being issued, resulting in consignment detention at the designated port with accumulating demurrage; the IS 15757 and IS 11536 compliance obligation for complementary foods is a separate and equally binding condition under General Note 2(a) that is frequently overlooked at the classification stage.
